Progressive Decentralization

zkVerse follows a phased approach to decentralization:

Phase 1 (Current): Core team maintains protocol control for rapid iteration Phase 2 (Q2 2025): Governance proposals open to community; core team retains veto power Phase 3 (Q4 2025): Full DAO governance; core team becomes one of many stakeholders

zkVerse DAO

Governance Powers:

• Set protocol parameters (fees, staking requirements, slashing conditions)

• Approve smart contract upgrades

• Allocate community treasury funds

• Ratify partnerships and integrations

Voting Mechanism:

• 1 $ZKVERSE = 1 vote (with quadratic voting for contentious proposals)

• Minimum quorum: 10% of circulating supply

• Proposal threshold: 100,000 $ZKVERSE

Emergency Procedures

Security Council:

• 7-member multisig with 5/7 threshold

• Power to pause contracts in case of critical vulnerability

• Actions subject to DAO ratification within 72 hours
